The Advanced Technology Strategic Business Unit (SBU) has an opportunity for a Senior Manager, Contracts within the Advanced Integrated Surface Sensors (AISS) program area. Advanced Technology focuses on key pursuits as well as development efforts that serve as the growth engine and front of the business, critical to the future growth of Raytheon. This role will lead the Next Generation Sensors/Microelectronics (NGSM) and Strategic Growth portfolios within AISS. We are seeking a leader with business acumen and initiative who thrives and enjoys working in a fast-paced, collaborative team environment. The role will also be an integral part of a contracts organization providing strategic solutions and dynamic recommendations to multiple program teams regarding contractual issues and proposal strategies. The AISS NGSM and Strategic Growth portfolios are challenging and dynamic, and this role must serve as a trusted business adviser to program leadership.
The selected individual will provide day-to-day and strategic Contracts leadership for the Next Generation Sensors/Microelectronics (NGSM) and Strategic Growth portfolios within AISS and will manage two (2) direct reports. The successful candidate will lead a mix of sole source and competitive pursuits, as well as execution efforts, with multiple DoD and prime customers. In addition to traditional FAR-based, TINA compliant efforts, there is also a significant amount of Other Transaction Agreement (OTA) activity within this role, accompanied by associated Terms and Conditions review and negotiation.
Additionally, the Senior Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, proposal reviews, and all other contractual related matters affecting the portfolios.
This role is eligible for a Sign-On bonus.
What You Will Do
Support the professional development of two (2) direct reports, to include workload assignment, training opportunities, performance reviews and mentoring
Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions
Partner with Key Program Functions in the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts implementation, as well as general contract administration
Conduct timely and effective negotiations and resolution of customer issues to maximize key financial metrics
Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking creative contracting techniques, and proactively collaborating with relevant stakeholders.
Provide strategic advice and guidance on numerous contractual rights/ obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes
Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge
Minimal domestic travel
Qualifications You Must Have
Typically requires University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum of 7 years of experience
Active and transferrable U.S. Government issued Secret security clearance is required prior to start date with the ability to obtain a Top Secret security clearance after start
Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS)
Experience as a Contracts Lead or direct engagement with external customers
Qualifications We Prefer
Active and in scope Top Secret clearance a plus
Experience managing development contracts
Demonstrated ability to work within a team environment and develop effective relationships with internal and external customers based on respect and trust
Excellent written and oral communication skills
Mature judgment, proactive involvement in strategic issues and problem resolution skills

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
