Barnes Aerospace Singapore OEM is seeking an experienced Procurement Manager to lead and manage all procurement activities across the Singapore OEM and Malaysia operations. This role is responsible for overseeing resources, driving supplier performance, and ensuring effective procurement strategies in a dynamic manufacturing environment. Core Responsibilities:

  • Lead procurement organization for Singapore OEM and Malaysia sites, providing coaching, management and escalation support for the team.
  • Driving KPI performance metrics – late release, push/pull/cancel, delinquency/OTD and costs/PPV.
  • Building supplier relationships and leading efforts to work with vendors to ensure OTD and cost needs for sites.
  • Driving the sourcing strategy that delivers a competitive advantage including implementation of the strategic supplier initiatives. This includes supplier selection, development, and supplier consolidation to ensure sourcing optimization and overall supplier performance.
  • Leading Global Purchase Family or Regional Commodity specific sourcing with full accountability for buy and meeting material deflation targets by setting strategic direction for global or regional sourcing professionals.
  • Developing strategies and driving negotiations to meet the quality, fulfillment, and productivity requirements of the business.
  • Sourcing and purchases of machinery, equipment, tools, raw materials, packaging materials, parts, OSV services, and/or supplies necessary for the operation of an organization.
  • Compiles and analyzes statistical data to determine feasibility of buying products and establish price objectives.
  • Compiles information to keep informed on price trends and manufacturing processes.
  • Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules.
  • Reviews proposals, negotiates prices, selects, or recommends suppliers, analyzes trends, follows up ordersvplaced, verifies delivery, approves payment, and maintains necessary records.
  • Collaborate with other departments, such as procurement, engineering, and quality assurance, to identify or qualify new suppliers.
  • Monitor and report on supplier performance and implement corrective action when required.
  • Preparing bid packages, and coaching supporting procurement team as needed on bids and negotiations.
  • Other related duties and projects as assigned.

Qualifications:

  • Five to ten years of related Supply Chain Management experience in engineer-to-order manufacturing, OEM or aerospace environment.
  • Demonstrated career progression with increasing leadership responsibility within manufacturing or regulated industrial environments.
  • Strong understanding of production and inventory flows, materials management principles, and related documentation processes.
  • Proven business and financial acumen with the ability to set direction, lead teams, and drive performance through influence, change leadership, and accountability.
  • Effective leadership capability with a global perspective and a solid understanding of factors impacting the aerospace industry and supplier landscape.
  • Strong organizational and time management skills, with the ability to prioritize work, plan workflows, and meet deadlines in a fast-paced environment.
  • Excellent negotiation, communication, and stakeholder management skills, with the ability to operate effectively under pressure.
  • Proficient in Microsoft Office applications, including Excel, Word, PowerPoint, and Access.

Education Requirements:

  • Bachelors degree in appropriate Business or Technical discipline is required.
  • APICS/ISM/Supply Chain certification is a plus.
